के हेरेर दियो शिक्षा मन्त्रालयले ‘नक्कली’लाई मान्यता?

विदेशमा अमान्य युनिभर्सिटीलाई नेपालमा मान्यता

विदेशी डिग्री भनेपछि नेपालीहरु मरिहत्ते गरिहाल्छन्। चाहे त्यो विदेशमा मान्यताप्राप्त होस् कि नहोस्। त्यही भएर अहिले विदेशी विश्वविद्यालयको सम्बन्धन (affiliation) लिएर नेपालमै विदेशी डिग्री पढाउनेहरुको बिगबिगी छ। सम्बन्धन छ भन्दै जथाभावी पढाउने काम भइरहेको छ। सम्बन्धन लिएर मात्र हुँदैन, त्यसको अनुमति पनि शिक्षा मन्त्रालयबाट लिनुपर्छ। शिक्षा मन्त्रालयले ६६ वटा कलेज अनुमति बिना संचालन भएको पाइएको वा एउटाको अनुमति लिएर अर्कै विषय पढाउँदै गरेको भन्दै त्यस्ता कलेजलाई बन्द गरिने बताएको छ।

शिक्षा मन्त्रालयले विदेशी शिक्षण संस्थाको सम्बन्धन अनुमति दिएका कलेज र विषयहरुको सूचि पत्रपत्रिका र आफ्नो वेबसाइटमार्फत् सार्वजनिक गरेको छ। सूचि हेर्दै जाँदा अचम्म लाग्यो, विदेशमा अनुमति नपाएका युनिभर्सिटीलाई पनि यहाँ भने मान्यता दिइएको रहेछ।

शिक्षा मन्त्रालयको सूचि यहाँ हेर्नुस्

सूचिमा विशेष गरी दुई वटा युनिभर्सिटी प्रेस्टन र इन्टरनेसनल अमेरिकन युनिभर्सिटी शंकास्पद छ।

प्रेस्टन युनिभर्सिटीसँग सम्बन्धन पाएर एउटा कलेज र इन्टरनेसनल अमेरिकन युनिभर्सिटीको सम्बन्धन लिएर तीन वटा कलेजले अहिले पढाइ रहेका छन्। यी दुवै कलेजलाई Non-Accredited वा Unaccredited कलेजका रुपमा लिइएको छ। इन्टरनेसनल अमेरिकन युनिभर्सिटीले अमेरिकाको क्यालिफोर्निया राज्यमा अनुमति लिएको बताए पनि अमेरिका कै अरु राज्यमा भने यसको डिग्रीलाई मान्यता दिइन्न। Oregon राज्यले त Non-Accredited कलेजको सूचिमा नै यो र प्रेस्टन युनिभर्सिटीलाई राखेको छ र नेपालबाट पनि यसले डिग्री दिने गरेको उल्लेख गरेको छ-

अमेरिकी शिक्षा मन्त्रालय लगायतका आधिकारिक संस्थाहरुले निकालेको विश्वभरका ६९१ युनिभर्सिटीको कालोसूचिमा परेका युनिभर्सिटीको सूचिमा यो इन्टरनेसनल अमेरिकन युनिभर्सिटी टप १० मा परेको छ। सूचि हेर्नुस्। यस्तो युनिभर्सिटीलाई मान्यता दिएर र यस्ताको सम्बन्धन लिएर नेपालमा ती कलेजहरुले के शिक्षा देलान् त ?

यो दुई बाहेक अरु युनिभर्सिटी पनि त्यस्तै पो छन् कि? शिक्षा मन्त्रालयको सूचि यहाँ हेर्नुस् र तपाईँले थाहा पाउनु भएको भए तल कमेन्टमा बाँड्नुस् है आफूले थाहा भएका कुरा।

    In addition to nonaccredited schools, there are also nonrecognized agencies. The following entities are not approved by the U.S. Department of Education. Therefore any so-called “accreditation” by these entities should be considered meaningless so please be extra careful with these agencies as well!

    शिक्षा मन्त्रालयको लिस्ट आँफैंमा हाउडे रैच । Cambridge University has not given affiliation to any colleges/institutions in Nepal. The confusion is because : there is something called Cambridge International Examinations (and it’s very different from Cambridge University), which administers, authorises and approves certain international qualifications (all below university level) namely IGCSE and A level among others. CIE designates certain exam centres in different countries. In Nepal, the main exam centre is the British Council and there are only a few more (I guess not more than five) independent exam centres. The rest of the institutions mentioned above are just like tuition centres which prepare their students as per the prescribed syllabus and take exams through British Council. So it would be accurate to say that the degrees are affiliated to Cambridge International Examinations, and not the institutions themselves. Cheers !!

      Dear Mr. Khyau,

      Please get your facts correct. University of Cambridge International Examinations is a division of University of Cambridge that plans, designs and runs IGCSE, GCE A level and CID examinations worldwide. There are other divisions of University of Cambridge like University of Cambridge ESOL examinations which plans, designs and runs english tests worldwide.

      For your information, in Nepal and most of the countries worldwide, the University of Cambridge International Examinations delivers its programmes through its global partner, the British Council. The British Council delivers the examinations, monitors the centres and acts as the authority on behalf of the CIE. There are approximate 34 attached centres in Nepal who have been approved by CIE, British Council and Ministry of Education. These centres are recognised by CIE but are monitored by the British Council.

      For further information, you can refer to British Council Nepal’s website http://www.britishcouncil.org/nepal

      To sum it up, University of Cambridge International Examinations is the division of the University of Cambridge that delivers University of Cambridge programmes below the undergraduate level. Its programmes like IGCSE, O level and A levels are delivered worldwide. So there should not be any doubt in your mind.

    Preston University is owned by Abdul Basit, who lives in पाकिस्तान.Preston University’s license to operate legally in Alabama expired on December 1, 2008. http://en.wikipedia.org/wiki/Preston_University

    Preston University is a “degree mill” as reported by The Straits Times (Singapore newspaper) in August, 2008.
    It is running here and there not being able to get an official license. My salute to Ministry of Education of Nepal. Good job!!!

    नेपाली हरु बीर गोर्खाली मात्रै हैन पैसोमा पनी निक्कै धनि रैछन तर येसो गर्न सिकायो कसले ? बिदेसिले आएर त येसो गर्न पक्कै सक्दैन ! मेन पावर, स्कुल कलेज, क्यासिनो आदि जताततै पैसाको बोट रैछ नेपालमा ! गाँस, बास, कपास, दिन नसके पनी नेपालका नेताहरले फट्याई गर्न चैँ सिकाएका रैछन !

    Cambridge University को डिग्री आफ्नै देशमा पढ्न पाउने भए किन यतिका लाख खर्च गरेर बेलायतमा भाँडा माज्दै पढ्नु पर्ने थियो र मित्रहरु?

      We can study only below undergraduate course of University of Cambridge like A level, O level, CID and IGCSE.

    Preston is a true a scam!
    1. I called the number listed on Preston University web site 1-800-549-2111 and got a voice mail saying “You have reached PGI, please leave a message.”

    2. They seem to have many web sites and one of them states the following;
    “Preston University has established its world headquarters in Los Angeles, California USA and is a registered as a private post-secondary education institutional business in the State of California and the City of Los Angeles.
    We are applying for an official license to operate from the Board of Private Postsecondary Education (BPPE), the agency designated to regulate private schools in the State. The licensing process is rigorous and detailed, and takes considerable time.”

    American Hotel and Lodging Educational Institute is not a University, but an education institute: http://www.ahlei.org/content.aspx?id=50
